Nah I'm pretty sure if they named it that since child bears cause a huge mess... and from the looks of it that place it is a mess... It's obviously a convention that is secretly held underground to make ppl not discover their cleanliness and keep it dirty at the top but have thousands of ppl in that underground place in a clean society with nice clean air instead of the toxic air alot of ppl breathe.
